So, around 3 months ago, a new neighbor moved right above me and my partner in a 1-bed council flat. It’s been vacant for nearly a year, but now it’s filled by the most annoying and loudest 18-year-old girl I’ve ever experienced. She’s awake every night until 4-5 am, talking LOUDLY on the phone all night. At first, she played music extremely loud and brought her friends in and out of her flat all night (the stairs to her flat are directly above our bed ). We’ve had it out with her, and she’s been timid in person, but then just continues with her nonsense. We’ve knocked, spoken to her, texted her, reported her… even had the police round to talk to us. Nothing helps. She sleeps most of the day and as soon as it hits around 9-11 pm, she comes alive, banging around and shouting loudly on the phone again until 4 am. Weekday or weekend, it doesn’t matter to her as she has no job. We’re trying hard to swap places with others on homeswapper, but who the hell is gonna want to live underneath her? I’m losing so much sleep over this selfish, disrespectful child, and I have no form of recourse at the moment.
TL;DR I’m gonna throttle the upstairs teenage neighbor.
I don’t have patience for that kind of stuff. If that were me, one of us is leaving. I’d probably end up in jail honestly. That’s a tough spot. You should start making noise all day so maybe she’ll sleep at night.

How does she live there without a job? Yes, blast music all day even if you’re not home.

Anti-social behaviour. You need to start keeping records. If they won’t speak to you on the phone, make an in-person appointment. If that doesn’t work, you’ll have to make a complaint. You’re going to have to be quite persistent and organized here. The housing ombudsman is where you go if you have a complaint about how your LA or housing association have handled your problem.

My girlfriend is technically disabled (fibromyalgia), and this is causing her pain sometimes. We’ve tried every avenue we can think of. The patch manager for the area is vile; she had zero sympathy and just wanted us off the phone quickly. Not to sound stupid, but I’m not sure what a specialist ASB team is or even a housing ombudsman. This is why I need help, ffs.

Does this include council properties though? We have plenty of recorded music sent into them via the app they tell us to report it on. We had an email last week saying it’s being investigated, but nothing before has happened since. The main thing now is her LOUD talking and phone calls directly above us all night. She has no inside voice or respect for anyone around her whatsoever.

I can? I mean, we’ve been advised by the council and everyone not to ring the police if it’s a non-emergency. That’s why we used 101 originally, which still hasn’t amounted to much. She probably wouldn’t even answer the door.

Well, I’m pretty sure they’re already aware because of her payments and how long she’s been there and suffered with it, etc. You’d think that would make them take notice, but it seems to have little effect even though she’s classed as vulnerable.
